Following consultation with the education partners, the Department of Education and Skills has published updated Governance Manual for Primary Schools 2019/2023. MPEB was part of the consultation process.
Following this launch, the Minister for Education and Skills, Joe McHugh TD, has thanked thousands of volunteers who have served on primary school boards of management over the last four years.
The four-year term of office for the current boards of management of all primary schools will come to an end on 30 November 2019 and the changeover to new Boards will take place from 1 December 2019.
The Governance Manual contains an overview of the role of the Board and the various rules regarding the composition and operation of Boards.
The Department’s requirements in relation to the recruitment and appointment procedures and the composition of interview boards are set out in Circular 0044/2019 for principals and teachers and in Circular 0051/2019 for special needs assistants. Both Circular Circular 0044/2019 and Circular Circular 0051/2019 supersede Appendices D, E and H of the Governance Manual for Primary Schools 2015 – 2019.
The Governance Manual for Primary Schools 2019 – 2023 is currently only available electronically. The Department of Education and Skills intends to provide schools with hard copy versions of the manual in due course once a public procurement process and printing of the manual is completed.
The Governance Manual for Primary Schools 2015-2019 continues to apply to existing Boards up to the end of their term of office on 30 November 2019.
